China Credit Guarantee General Corporation (a part of China’s Ministry of Finance) provides guarantees. Then local banks or the World Bank provide the actual funding.

Here’s a simple summary of how we work together with partners:

Government backing needed – Any new power project requires a guarantee from the partner country’s government or national treasury.
Coal power rules – Because of carbon neutrality goals, only the local government can buy coal power equipment. We can still provide the design, equipment, and construction.
Project size – Thanks to President Xi’s “small and beautiful” policy for the Belt and Road Initiative, projects must be between 100million and 2.3 billion.
High-debt countries – welcome
Financing & Guarantees – Domestic financing is insured by China Credit Corporation (under the Ministry of Finance), then provided by a bank or the World Bank. This requires a guarantee from the partner country’s relevant ministry or finance ministry.
